No one pays for installs, ratings, or reviews. Store ratings and reviews are only exchanged between people who actually used the app across the full window, with no minimum star rating, no direct reciprocity between two developers, and a cap on how fast they can be posted.
The roster flags them as at risk the same day, so you can replace them before the continuous 14-day requirement restarts. Follow-through is what the public reliability score measures.
Yes. TesterSwap is cross-platform. Google Play closed testing needs 12 opted-in testers for 14 continuous days; TestFlight has its own flow, and both are tracked the same way here.
